Puerto Vallarta formalizes Diversity Council, annual Diversity Cabildo

The Puerto Vallarta City Council on Tuesday approved measures to institutionalize the municipality’s Diversity Cabildo and adopt regulations governing the Municipal Council on Sexual and Gender Diversity, consolidating the local regulatory and operational framework on sexual and gender diversity issues.

By majority vote, the council approved agenda items 5.3 and 5.7.

Item 5.3 — an initiative introduced by Councilman Víctor Bernal, following up on an agreement promoted by Councilwoman Melissa Madero in 2024 — formally establishes the Diversity Cabildo within the Citizen Participation Regulations. The measure sets the body’s annual meeting for May 17, in observance of the International Day Against LGBTI+phobia. The call to convene will be issued by the Directorate of Equity and Combating Inequality, ensuring its permanent status as an institutional mechanism for civic participation.

Under item 5.7, an initiative presented by Councilman Christian Bravo, the council approved regulations governing the structure and operation of the Municipal Council on Sexual and Gender Diversity, which was created by council agreement in 2023. The action lays the groundwork for the council’s upcoming reinstatement and formal operation, ensuring its permanent and structured functioning.

The Municipal Council will include participation from key departments such as the Directorate of Education, Directorate of Health, Directorate of Citizen Security and Directorate of Tourism, among other municipal government offices. It will also incorporate six representatives from organized civil society groups, strengthening the balance between government and citizens.

Carlos Plascencia, deputy director of Sexual Diversity, said the approval marks “a structural step for Puerto Vallarta. We are consolidating a model in which the diversity agenda has clear rules, inter-institutional coordination and effective social participation.”

Víctor Espíndola, a member of the Diversity Cabildo, said the institutionalization of the body and the regulation of the Municipal Council represent “the continuation of a process that began in 2023. Today the normative foundations are strengthened so that citizen participation can have real impact in the design and monitoring of public policies with a human rights approach.”
