The Puerto Vallarta City Council on Monday approved a preliminary revenue bill for the 2027 fiscal year that includes no increases to taxes or fees.
“We are not proposing minor hikes, inflationary adjustments or tiered increases. We are proposing zero increase,” architect Luis Ernesto Munguía González said during the council’s regular session, despite a cumulative inflation rate of 3.26% recorded in the first half of August.
The proposal calls for no increases to property taxes, licenses, permits, municipal fees, rates, tariffs or any other charge, meaning residents would pay no more in 2027 than they did in 2026.
The zero-increase stance marks a break from the past two years. The 2026 revenue law, which the council approved in August 2025, included a 5% increase to business licensing fees — citing 4.25% cumulative inflation recorded that June — along with property tax increases of 4% to 10% depending on zone and an 8% rise in water rates. The 2025 revenue law, approved in August 2024, raised property taxes 8% to 15% by zone and included a proposed 27% water rate increase, which the council asked state lawmakers to cap at 10%. Despite the flat rate now proposed, the 2027 revenue estimate of 3,101,869,049 pesos is nearly identical to the roughly 3.1 billion pesos budgeted for 2026.
Munguía González said the decision is meant to protect the finances of families and the businesses that drive the municipality’s economy. “Before asking for an additional financial effort from the families, merchants, business owners and taxpayers of Puerto Vallarta, our government must demonstrate that it can achieve more and deliver better results with the resources it already receives,” he said.
The council approved the measure by a vote of 15-0, with one abstention from Councilwoman Melissa Marlene Madero Plascencia. Voting in favor were architect Luis Ernesto Munguía González; Trustee José Francisco Sánchez Peña; and Council Members Víctor Manuel Bernal Vargas, Marcia Raquel Bañuelos Macías, María Laurel Carrillo Ventura, María Magdalena Urbina Martínez, Karla Alejandra Rodríguez González, Christian Omar Bravo Carbajal, Arnulfo Ortega Contreras, Iroselma Dalila Castañeda Santana, Erika Yesenia García Rubio, Micaela Vázquez Díaz, María de Jesús López Delgado, Felipe Aréchiga Gómez and Luis Jesús Escoto Martínez.
Madero’s abstention came three days after she held a press conference alleging widespread payroll overspending under Munguía González. She said the city was authorized to fill 2,707 positions in 2026 but was operating with 3,375 — 668 more than approved, at an estimated cost of 151.9 million pesos beyond budget — and that temporary-staff spending was on pace to reach about 291.2 million pesos this year, nearly triple the 100 million pesos budgeted. She also alleged the mayor’s office alone had grown to roughly 151 employees against 18 authorized positions, with an annual payroll of about 52.2 million pesos, and said she would file complaints with the city comptroller and, potentially, the state Anti-Corruption Prosecutor’s Office.
The proposal also preserves property tax discounts for vulnerable residents: 50% for pensioners, retirees, people with disabilities, widows and widowers, and residents ages 60 to 74; 60% for those ages 75 to 79; and 80% for those 80 and older.
The 2027 proposal projects revenue of 3,101,869,049 pesos. Following the council’s approval, it will be sent to the Congress of the State of Jalisco for review, discussion and a final vote.
“In 2027, the residents of Vallarta will not pay more,” Munguía González said.
