Munguia Announces Restructuring of Government, Names First-Ever Head of Sexual Diversity

Mayor Luis Munguía unveiled a new organization chart for Puerto Vallarta during a press conference on Thursday, January 9, 2025, a move his administration says will save more than $60 million pesos with the “administrative reengineering”. As part of the new organization, local LGBTQ+ activist Héctor Ramírez Betancourt has been named the city’s first-every Head of Sexual Diversity.

The economic savings of close to $66 million pesos will be achieved by eliminating positions that were vacant and were no longer useful, his administration said in a press release.

“The creation of the new positions proposed by this reengineering represents only $14 million pesos, which saves $66 million pesos that will be allocated to works, services, security “and what the people of Vallarta really need,” the release said.

Five new top managers were named including the Sustainability and Territory Management, headed by Terrance Vincent O’Halloran Lepe; the Smart Government Management headed by Ángel Marcial Carrillo; the Community Building Manager headed by Juan Ramón Chávez Lara; the Prosperity and Economic Development Manager headed by Héctor Mata Espinoza and Juan Pablo Martínez Torres has been named the City and Historic Center Manager.

Quality of Life and Social Development

The Head of Sexual Diversity, Betancourt, will report to the deputy director of the Quality of Life and Social Development, José Luis Pelayo. Pelayo will also oversee the head of liaison with civil and religious associations, Alfonso Sanjuan. The Directorate of Quality of Life and Social Development is Diego López.

Jalisco Federal legislator Jaime López Vela congratulated the government of Luis Munguía for this space that will provide attention to the LGBTIQ+ community, saying he was happy for this important achievement to address the needs of this sector in the municipality, which will also allow promoting the national strategy for attention to sexual diversity and other issues such as HIV.

López Vela, who serves as president of the Diversity Commission in the Chamber of Deputies, also expressed his satisfaction that this position has been awarded to Héctor Ramírez Betancourt, due to his experience in favor of the LGBTIQ+ community, and reaffirmed the commitment to work in a coordinated manner from the federal legislature in the implementation of the different actions, as well as strengthening the Pride activities in this tourist destination.

Bentancourt will be responsible for “promoting and protect the human rights of LGBTIQ+ people and community, within the framework of the principles of equality, dignity, inclusion and non-discrimination, eliminating any form of discrimination, violence or stigmatization based on sexual orientation, identity or gender expression.”
