Complaint of Sexual Harassment in the Jalisco Equality Secretariat Demands Justice

The Movement for Equality in Mexico (MOVii) expresses its deep concern and condemns the recent case of sexual harassment reported by Paola, a former official of the Secretariat of Substantive Equality between Women and Men ( SISEMH) in Jalisco.

Paola, brave and determined, has reported the sexual harassment she suffered in November 2022. While she was on her way to a course at the Zapopan Police Station with a colleague, he touched her leg without her consent. Her story is a painful reminder that even in institutions dedicated to promoting gender equality, women can face violence and harassment.

In addition to sexual harassment, Paola faced discrimination due to her sexual orientation, coming from two of her bosses and two lawyers in the area where she worked. Despite having pointed out the discriminatory comments to her employers, Paola accused that adequate measures were not taken.

The most alarming thing is the insufficient response from the Secretariat of Substantive Equality between Women and Men, an institution that should provide care free of prejudice and with a gender perspective. Paola has denounced re-victimization and lack of resolution by the Secretariat.

In response to this unacceptable episode, MOVii demands the following:

To the Government of the State of Jalisco and Governor Enrique Alfaro:

  • Conduct a thorough and impartial investigation of the complaints presented by Paola, guaranteeing the proper prosecution and punishment of the alleged aggressors if they are found guilty.
  • Ensure the safety and protection of Paola and her immediate environment, including the implementation of appropriate security measures.
  • Evaluate and review the procedures and protocols of the Secretariat of Substantive Equality between Women and Men to prevent and address cases of sexual harassment and violence.

To the Secretariat of Substantive Equality between Women and Men (SISEMH):

  • Recognize and effectively address complaints of sexual harassment and violence presented by its staff, following a gender approach and respecting the principles of equality and non-discrimination.
  • Provide Paola with the necessary support, including legal and psychological advice, throughout the investigation process and possible prosecution of the alleged aggressors.
  • Conduct a comprehensive review of your internal policies related to the prevention and response to sexual harassment and violence.

To the Attorney General of the State of Jalisco, Luis Joaquín Méndez Ruiz:

  • Take seriously and prioritize the investigation of the complaints of sexual harassment and violence presented by Paola, guaranteeing a thorough, transparent and fair investigation.
  • Coordinate efforts with appropriate authorities to bring alleged offenders to justice and apply appropriate sanctions if found guilty.
  • To the Jalisco State Human Rights Commission (CEDHJ) and the Director of Sexual Diversity, Andrés Treviño:
  • Conduct an independent review of the complaints filed by Paola and issue specific recommendations to ensure the protection of her human rights and justice where appropriate.
  • Collaborate with other human rights and civil society organizations to promote and protect the rights of all people, regardless of their sexual orientation or gender identity.

MOVii urges the community and society in general to unite in this demand for justice for Paola and to take a firm stance against harassment and gender violence.
