Five-Pillar Strategy Aims to Attract Investment, Global Events and New Partnerships Beyond Tourism
Puerto Vallarta is taking a new step toward strengthening its presence on the international stage. At a press conference on Monday, Aug. 24, the Municipal Government unveiled the “Nuestra Ciudad de Puertas al Mundo” (Municipal Internationalization Plan), a strategy designed to leverage the destination’s global recognition and turn it into new opportunities for investment, international cooperation, connectivity, and economic development.
Led by Municipal President Luis Ernesto Munguía through the Directorate of Tourism and Economic Development, the plan seeks to move beyond traditional tourism promotion and position Puerto Vallarta as a city capable of building international partnerships, attracting investment and projects, strengthening global connectivity, and actively engaging in international cooperation.
The press conference was attended by Tourism Director Alejandra Cornejo, along with representatives from various tourism and business sectors across the region, who were introduced to the strategy’s main priorities and lines of action.

Eight Months of Work
The development of “Nuestra Ciudad de Puertas al Mundo” took eight months and brought together representatives from the public sector, private industry, civil society, and international specialists.
As emphasized during the presentation, the plan goes beyond a conventional study or diagnostic assessment. It is intended as a territorial planning instrument that identifies strategic priorities and establishes a roadmap for strengthening Puerto Vallarta’s international presence and turning its global positioning into concrete opportunities for the municipality.
As part of the process, Puerto Vallarta also established a strategic partnership with a Colombian consulting firm specializing in the internationalization of tourism destinations. Through a collaboration agreement, the firm will support the development and implementation of strategies aimed at expanding the city’s presence in new international markets and networks.

Five Strategic Pillars
The plan is built around five strategic pillars: international positioning; tourism diplomacy; international connectivity and mobility; investment attraction and international events; and sustainable tourism.
The strategy places a strong emphasis on investment attraction and international events, leveraging the destination’s established reputation to attract new projects, capital, and global-scale events.
Sustainable tourism is another key component, with the plan promoting practices designed to balance tourism growth with the protection of natural resources and preservation of the cultural and environmental assets that define Puerto Vallarta.

Expanding Access to International Funding
During the technical presentation, officials and specialists also highlighted the potential to diversify funding sources for strategic projects, including international financing, private investment, and cooperation mechanisms.
According to Carolina Díaz, an internationalization strategy advisor and specialist affiliated with PMO Latin America, this approach could expand the municipality’s financing options while complementing public resources through partnerships with national and international stakeholders.
Under this model, internationalization is viewed as more than a destination-marketing strategy. It becomes a tool for attracting resources, building strategic partnerships, and creating new avenues for development.
Looking Beyond Tourism

Through “Nuestra Ciudad de Puertas al Mundo,” Puerto Vallarta aims to build on the international recognition it has earned over decades and take the next step: evolving from an internationally renowned tourist destination into a city with greater capacity to attract investment, establish global partnerships, strengthen connectivity, and participate in international cooperation networks.
The plan establishes a long-term vision that brings together government, businesses, civil society, and international specialists to showcase Puerto Vallarta’s strengths while creating opportunities that extend beyond tourism.
Ultimately, the strategy positions internationalization as a new avenue for strengthening Puerto Vallarta’s competitiveness and establishing the city as an increasingly connected, outward-looking destination — one prepared to engage with new markets and compete in a rapidly evolving global environment.
