Jalisco’s Directorate of Sexual Diversity has launched specialized training for staff of the Regional Deputy Prosecutor’s Office for State Investigations, aiming to strengthen inclusive, discrimination-free justice for LGBT residents and other priority groups.
The initiative began in Autlán de Navarro and Puerto Vallarta, where staff from the Regional Directorates of Districts 7 and 8 took part in the “A tu medida” (“Tailored to You”) professionalization program.
The model goes beyond traditional training, using a methodology designed to identify structural or cultural gaps that can affect access to justice. Evaluation tools are applied to staff, and the results are used to build a personalized action plan tailored to each region’s specific needs.
The strategy aims to strengthen institutional capacity, prevent revictimization, reduce potential human rights complaints and promote service based on empathy and respect.
Public ministry agents, early-response staff, support personnel, administrators and managers from the Regional Directorates of Autlán de Navarro and Puerto Vallarta took part in the first sessions.
Viviana Daniela Arce Corona, head of the Directorate of Sexual Diversity, said bringing the model to the Prosecutor’s Office marks a step forward in ensuring LGBT residents receive empathetic care and full respect for their human rights from their first contact with authorities.
“Bringing ‘A tu medida’ to the Prosecutor’s Office is a fundamental step so that access to justice and public service, particularly for the LGBT population, is delivered with empathy and full respect for human rights,” she said.
José Emiliano Ríos Burgos, project coordinator for the Directorate of Sexual Diversity, said the program doesn’t start with generic content but instead identifies each team’s areas of opportunity to provide targeted tools.
“We didn’t come in with a prefabricated agenda,” he said. “We listen and assess their areas of opportunity to give them tools designed specifically for their needs.”
The Directorate of Sexual Diversity said the diagnostic phase has been completed in all 12 of the state’s regions, clearing the way for the next stages of training.
Officials plan to train about 300 public servants across the Deputy Prosecutor’s Office for Regional Investigations.
Training continues next week in the districts of Chapala and Tlajomulco de Zúñiga. During September and October, the program will expand to the remaining Regional Directorates with the goal of establishing a presence statewide.
