Results from the 2026 Urban Competitiveness Index (ICU) confirm that Puerto Vallarta continues to solidify its position as one of Mexico’s most competitive cities, driven by economic strength, tourism appeal, safety and solid municipal finances.
The study, conducted by the Mexican Institute for Competitiveness (IMCO), evaluates 72 metropolitan areas across the country on their ability to generate, attract and retain talent and investment. Puerto Vallarta ranked among the top-performing cities in its category, a result that translates into tangible benefits for residents, investors and the local business sector.
Among the key indicators driving the city’s ranking were the highest hotel occupancy rate in its category at 73.38%, sustained economic growth, and an outstanding capacity to generate local revenue, achieving 46.84% financial autonomy—the highest in its group.
A strong performance in the ICU strengthens Puerto Vallarta’s image as a reliable destination for domestic and international investment. Companies weigh these indicators when deciding where to launch new projects, create jobs or expand operations.
A competitive city offers better conditions for economic development, greater certainty and stronger growth prospects. The government policies implemented during the administration of Mayor Luis Ernesto Munguía González not only give Puerto Vallarta an edge over other Mexican tourist destinations, but also boost tourism and investor confidence.
Competitiveness also strengthens tourism promotion. Positive indicators in hotel occupancy, infrastructure and quality of life support Puerto Vallarta’s standing as one of Mexico’s premier tourist destinations, encouraging visitor arrivals, hotel investments, real estate developments and new business opportunities.
Safety was another highly rated factor. Puerto Vallarta recorded a homicide rate significantly below the national average and earned the highest perception of safety within its category. These results strengthen the confidence of residents, visitors and investors, while contributing to a better quality of life for local families.
The IMCO recognition also reflects improvements in municipal public management. The capacity to generate local revenue provides more resources for public works, utilities, urban infrastructure and social programs. This reduces reliance on federal funds and enhances the government’s responsiveness to citizen needs.
Furthermore, urban space improvements, such as the construction of Tukilandia Parks, address a long-standing need to support children and families. By creating safe spaces that encourage healthy recreation, these projects strengthen community ties, foster local economic development, promote a culture of peace and prevent addiction—serving as an incentive not just for urban planning, but for the pillars of a sustainable public policy.
The 2026 ICU results place Puerto Vallarta as a leading example of urban competitiveness in the country and help Jalisco gain recognition as one of the nation’s top-performing states across various population categories. This has led the governor of Jalisco to maintain a close relationship of trust and support with the municipality of Puerto Vallarta.
