Activists Urge Puerto Vallarta to Honor LGBTQ+ Pioneer Paco Ruiz

The Vallarta Diversity Network is celebrating the approval of the city’s Diversity Council, a new citizen participation mechanism aimed at strengthening and empowering the LGBTQ+ community. The council will serve as a formal platform for dialogue and decision-making within the municipal government.

However, the organization expressed disappointment over the decision to return a proposal for the creation of a Human Rights category in the Vallarta Prize—named after LGBTQ+ activist Paco Ruiz—to committee. The motion had previously been approved by 10 council members.

“This represents a breach of the commitment signed on May 17, 2024, when all candidates for mayor of Puerto Vallarta agreed to support the creation of this recognition,” the Vallarta Diversity Network said in a statement.

Paco Ruiz was an early proponent of gay rights in Puerto Vallarta.

Ruiz, a pioneer in the city’s LGBTQ+ rights movement, dedicated his life to activism and advocacy. The group said the failure to establish an official award in his honor is “an affront to the memory of those who have fought for a more just and inclusive Puerto Vallarta.”

The Vallarta Diversity Network is calling on municipal leaders to uphold their commitment and ensure the new award category is implemented.

“We cannot allow human rights to be postponed or used as bargaining chips,” the organization said in a press release. “We will remain vigilant and demand respect for the agreements reached and the dignity of our community.”
