On Thursday, December 4, 2025, the Municipal Government of Puerto Vallarta, through the Civil Registry, granted legal recognition for the first time to a lesbomaternal family, marking a decisive step toward inclusion in the region. This act guarantees the right to identity and legally recognizes both mothers in the formation of their family.
The Head of Sexual Diversity, led by Carlos Plascencia, was the authority that promoted this administrative and legal advancement, which found support and backing from the local government headed by Mayor Luis Munguía.
The cooperation of the Municipal Civil Registry Official, Luis Alemán, was also highlighted, as his collaboration allowed the law to be applied with full respect for the rights of all people. The support from the State was fundamental in ensuring that diverse families have legal protection.
«This achievement represents a firm step toward inclusion and respect for all ways of building a family,» stated Carlos Plascencia, who, just over a month after assuming the head of Sexual Diversity, reaffirms the local authorities’ commitment to equality and family diversity.
In a prior interview for Out & About PV, Plascencia noted that the department’s doors are open at Plaza Lázaro Cárdenas for LGBTQ+ community members who are facing difficulties and need support in areas such as health, law, human development, and professional development. The general public who wishes to join the cause is also welcome.
For its part, the Diversity Council expressed the importance of this milestone through its social networks:
“This act strengthens the conviction that in Puerto Vallarta all families matter and all rights must be fully exercised, without exceptions,” the post reads.
With this significant achievement towards the recognition of diverse families and inclusion, Puerto Vallarta is positioning itself as a national benchmark in the defense of the rights of the LGBT+ community. The lesbomaternal recognition paves the way for more families to live with legal certainty, strengthening the vision of a municipality committed to equality.
