Pastora in City Hall Under Investigation for Hate Speech and Discrimination

The Jalisco State Human Rights Commission (CEDHJ) has admitted a complaint against Judith Urióstegui Figueroa, current General Coordinator of the General Secretariat of the Puerto Vallarta City Hall, for alleged acts of discrimination, hate speech, and violation of the state’s principle of secularism.

The municipal official, who also publicly presents herself as a minister of worship and leader of the evangelical group “Justice and Love,” has been accused of using her public office and religious role to promote discourses with religious and political content, as well as expressions that stigmatize sexual diversity. Among the messages disseminated on social media and at public events are phrases such as: “We are living in a transgender dictatorship,” “gender dysphoria is a mental illness,” “we must stop raising LGBT flags,” as well as calls to vote for “candidates with Christian values,” and posts linking gender identity with disorders or deviance.

The complaint was filed under file 1468/2025/III, and its admission was officially notified through an agreement issued on July 2 by the Third General Inspectorate of the CEDHJ. In compliance with the law, the mayor of Puerto Vallarta, Luis Ernesto Munguía González, has been formally notified, and reports have been requested from both the public servant named and the municipal authorities involved.

The Commission has ordered the opening of an investigation and the analysis of the evidence provided, which includes social media posts, records of religious activities during working hours, and acts of proselytizing. If the facts are confirmed, the public servant could be subject to a recommendation for human rights violations and potentially face administrative sanctions.

This case sets a significant precedent for the interference of religious beliefs in the exercise of public power, as well as for the reinforced responsibility of high-level officials to uphold the principle of secularism and guarantee a discrimination-free environment for all citizens.
