Edgar Treviño Montes, a local gay activist and human rights defender, reported that the Jalisco State Human Rights Commission (CEDHJ) has admitted a complaint he filed against City Councilor Marcia Raquel Bañuelos Macías and her assistant, Pastor Judith Urióstegui Figueroa. The complaint stems from incidents that occurred during public sessions in the council chambers of Puerto Vallarta’s City Hall this past August 2025.
In parallel, Treviño Montes confirmed the filing of an administrative complaint with the Internal Control Body (OIC) of the Puerto Vallarta City Council. This filing requests an investigation into potential administrative misconduct, including improper treatment, abuse of functions, lack of diligence, and violations of public service duties, as outlined by the General Law of Administrative Responsibilities and applicable state legislation.
A central element of the complaints involves physical contact Treviño says he experienced at the hands of the public official, who “invaded his personal space,” as he publicly detailed in a video on his Facebook page.
“They are councilors, I am a citizen of the LGBT community, and I continue the fight. We are not going to allow this councilor to violate my individuality. They have spent a year opening files against the LGBT community,” Treviño stated.
Treviño concluded his video statement by expressing his hope for a prompt response from the institutions where he filed the reports.
Beyond his role in activism, Edgar Treviño is a figure in the local entertainment scene, working as an actor and theater producer. In 2023, he was part of the cast of the film Hurricane Season (Temporada de Huracanes), based on the novel by Fernanda Melchor. The film was produced by Netflix and nominated for Best Picture at the Ariel Awards by the Mexican Academy of Cinematographic Arts and Sciences.
