A major condominium development is moving forward in Colonia Emiliano Zapata, where a planned 11-story project will bring 94 new residences and a block of commercial space to one of Puerto Vallarta’s most densely visited neighborhoods.
The project, known as Velōa Residences, is slated for land along Calle Lázaro Cárdenas and Constitución in the Zona Romántica. Local real estate agents recently launched presale promotions, and according to some local real estate agents, 15 units have been sold or are pending.
Construction is expected to begin in early 2026, with completion targeted for spring 2028.
Built on Quinta Encanto Property
Velōa will rise on the property where Quinta Encanto stands, a home believed to have been built by one of Puerto Vallarta’s first abogado/notarios. The large corner parcel now anchors a busy section of the city’s gay district and includes a row of longtime commercial tenants.
The redevelopment will require the displacement and relocation of several established businesses. Those already confirmed as relocating include Don Chava, Tre Piatti, La Barbería PV Zona Romántica, Liquid Men, and Red Gate Gallery. Additional businesses on the block may also be affected, though some are expected to remain elsewhere in the area.
Developer’s Largest Project to Date
Velōa is being developed by Grupo Solcon, which has approximately 10 projects completed or in progress and describes this as its largest undertaking. Previous developments by the company include Mayamar, Palmaré, Vrede and Loft 77. The exclusive sales listing is held by Coldwell Banker La Costa.
Grupo Solcon is marketing Velōa as its newest flagship, with early pricing in its Friends & Family launch phase starting at just over $173,000 USD.
94 Residences and a Range of Amenities
According to the official Velōa price list, the project will consist of 94 units, including studio, one-, two- and three-bedroom homes. Unit numbering includes ranges from floors 3 through 10, plus six penthouses (PH1–PH6).
In scale, Velōa matches other prominent developments in Puerto Vallarta: Avida Residences also totals 94 condos, while Soho PV includes 124.
Planned amenities include:
- Heated rooftop infinity pool
- Full-service rooftop bar and restaurant
- Panoramic ocean and mountain views
- Spa facilities
- Two fitness centers — a second-story themed, air-conditioned gym open to the public for a monthly membership fee, with its own elevator, and a private gym reserved for residents
- Two additional elevators serving residential floors
- 12 bodegas available for purchase by owners
It is hoped the rooftop bar’s profitability will help offset homeowners association costs. Day passes for the rooftop pool will be sold during the off-season, from April through October, but not during the high-traffic months of November through March.
Monthly HOA fees are projected at $75 pesos per square meter.
The street-level commercial areas will not be sold; instead, Grupo Solcon will retain ownership and lease the spaces.
Positioning in a Competitive Market
Marketing materials describe Velōa as blending contemporary design with the character and charm of the Romantic Zone. Developers say the building will feature refined finishes, spacious layouts and a coastal aesthetic.
The project’s location places it within walking distance of restaurants, nightlife, and the beach — factors that traditionally drive interest in new construction in the neighborhood.
The development is being promoted as a chance to invest early in what the developer positions as a “future iconic” project for the area, with more detailed information offered through Coldwell Banker La Costa and Grupo Solcon’s online channels or below.
